Assigning Items to Multiple IVANS Accounts

Agencies are now able to quickly assign items to multiple IVANS accounts.

PREVIOUSLY:

Users were required to change a database to "Primary" in order to have an IVANS account. This could not be a requirement if an Agency has multiple databases.

NOW:

Support exists to set up multiple IVAN accounts, which can occur when a user selects the "Agency Level." This fix ensures that incoming documents are assigned correctly.
