Default ONS Recipient Needs to be Non-Blocking

When a notification recipient is created, if a recipient does not acknowledge the notification, the message was formerly deleted when the next notification for that recipient arrived.

We have added new functionality to the “Notification Service Setup” form that allows a user to specify the recipient to continue to block notification messages until acknowledged, or to allow a single retry (after five seconds), and then delete the blocked messages if not acknowledged upon retry.

The Notification Service Setup form has been updated to add a new drop-down option that allows users to select “Single retry” or “Blocking.”
